The revised standard updates the installation methods used for installing aerial and buried service drops, network interface devices, fused primary station protectors, and protected building entrance terminals at customer access locations as a result of technological advancements made in installation practices and materials over the past 17 years.

Compatible units CUs are standardized assembly units of construction that contains physical materials such as pole, guy wires, and cross arms, labor estimates, vehicle and equipment hours, and overhead costs.
CUs facilitate project design, materials management, labor scheduling, estimation, and accounting processes. The types of CUs are based on industry construction standards, and the quantity varies from utility to utility based on internal construction practices and unit design preferences. CUs can be small individual units. For example, the construction of a pole could comprise these individual CUs:. When using structures, project design becomes more efficient for the engineer or designer.
CUs drive how completed project costs are classified in the general ledger as each is mapped to a detailed listing of fixed asset records called continuing property records CPRs.
CPRs are a perpetual record of a plant in service. Utilities maintain hundreds to thousands of CPRs. Having a large quantity of individual property unit records makes accurately retiring units difficult. To generate an accurate accounting entry, the field crew must provide exact information for the decommissioned item. In this situation, a utility may consider maintaining fewer CPRs and shrinking the number of units.
For instance, rather than having multiple different CPRs to differentiate the five different classes of wood poles, all wood poles could be tracked in one property unit record such as in the example below.
For example, the CU structure for a pole may include the pole, cross arm, and guy wires. Best practices that support construction standards should drive the creation of high level CUs.
Therefore, before overhauling of the CU listing, establish construction standards. When the potential need for additional CUs is identified, engineering should thoroughly review and assess the proposed CUs before they are approved for use.
Restricted Stock Unit (RSU)
A best practice is to have no more than three levels.The program results in plentiful supplies for consumers and for market expansion while retaining the mechanism for dealing with oversupply situations.
Hazelnuts produced under the order comprise virtually all of the hazelnuts produced in the U. This production represents, on average, less than 4 percent of total U. Last season, 79 percent of the kernels were marketed in the domestic market and 21 percent were exported. Domestically produced kernels generally command a higher price in the domestic market than imported kernels.

Inshell hazelnuts produced under the order compete well in export markets because of quality. Based on Board statistics, Europe has historically been the primary export market for U. Recent years have seen a significant shift in export destinations.
Last season, inshell shipments to Europe totaled 5, tons, representing 24 percent of exports, with the largest share going to Germany. Inshell shipments to Southwest Pacific countries, and Hong Kong in particular, have increased dramatically in the past few years, rising to 70 percent of total exports of 23, tons in The industry continues to pursue export opportunities.
There are some reporting, recordkeeping, and other compliance requirements under the order. The reporting and recordkeeping burdens are necessary for compliance purposes and for developing statistical data for maintenance of the program. The forms require information which is readily available from handler records and which can be provided without data processing equipment or trained statistical staff.
As with all Federal marketing order programs, reports and forms are periodically reviewed to reduce information requirements and duplication by industry and public sector agencies. This rule does not change those requirements. Like all Board meetings, those held on August 26, and November 3,were public meetings and all entities, both large and small, were able to express their views on this issue. An interim final rule concerning this action was published in the Federal Register on December 21, A day comment period ending February 22,was provided to allow interested parties to respond to the rule.

USDA disagrees with the commenters. As previously stated, the marketing of domestic inshell hazelnuts is regulated by USDA upon the recommendation of the Board to balance the supply of such hazelnuts with the demand. The Board believes that equilibrium in the supply and demand of domestic inshell hazelnuts benefits consumers and improves returns to producers. In order to ensure that the supply is not unduly restricted, the Board recommended releasing percent of the estimated trade demand of inshell hazelnuts to the domestic market.
Even with regulation, hazelnuts generally trade at price levels below that of walnuts, almonds, and pistachios, all of which compete in the marketplace with hazelnuts. One of the commenters expressed concern that taxpayer dollars were used to cover Board costs. Taxpayer dollars are not used to fund the Board. Funds generated from assessments on the handlers of hazelnuts are used to pay these costs. Accordingly, no changes will be made in the finalization of the interim final rule based on the comments received.
After consideration of all relevant material presented, including the information and recommendation submitted by the Board and other available information, it is hereby found that finalizing the interim final rule, without change, as published in the Federal Register 69 FRDecember 21, will tend to effectuate the declared policy of the Act. This rule is necessary to provide the latest RUS specifications, materials, equipment, and construction methods for RUS electric borrowers to construct their rural overhead electric distribution systems.The provisions of this section apply only to RUS financed electric system facilities.
RUS may require approval of other plans and specifications on a case by case basis. RUS approval of the plans and specifications for distribution line construction is not required if standard RUS drawings, specifications, RUS accepted material, and standard RUS contract forms as required by part of this chapter are used. Drawings, plans and specifications for nonstandard distribution construction must be submitted to RUS and receive approval prior to requesting bids on contracts or commencement of force account construction.
Plans and specifications for related work, such as right-of-way clearing, equipment, and materials, do not require RUS approval unless required by paragraph a of this section. A The substation design has been previously approved by RUS ; and. Warehouses and equipment service buildings not associated with generation plants are covered under paragraph f of this section. Unless RUS approval is required by paragraph a of this section, plans and specifications for generating plant equipment and construction do not require RUS approval.
Generating plant buildings are covered under paragraph e of this section. The application must show floor area and estimated cost breakdown between office building space and space for equipment warehousing and service facilities, and include a one line drawing floor plan and elevation viewto scale, of the proposed building with overall dimensions shown. The information concerning the planned building may be included in the borrower 's construction work plan in lieu of submitting it with the application.
See 7 CFR partsubpart F. Unless RUS approval is required by paragraph a of this section, plans and specifications for communications and control facilities do not require RUS approval. Terms and conditions which have received RUS approval in connection with a previous contract for a particular borrower are considered approved by RUS for that borrower.

A compatible unit is a standardized assembly unit defined for general use by designers, crews and accounting personnel. Characteristics of Compatible Unit. For Ex: An Emergency work order type is created in response to emergency calls like gas leaks or damages while inspection work orders in case of regular equipment inspections. The Compatible Units are used as building blocks for the development of utility designs. For example, in pipe installation a pipe compatible unit contains just the materials, and an estimated time for its installation.
As mentioned earlier. A task is assigned to every unit of work to be performed. For example, in providing gas service to residential customer, there will be a task for installing the pipe and another task for installing the riser. If there is meter being installed along with the gas service, there would also be a task for installing the meter hardware required for that installation.
CU's plays a vital role in saving lot of effort for designers in case of standard designs which are repetitive in nature. For example, leak repair or equipment inspection designs are repetitive and which can be represented with a standard design. Using designing tools, designers make use of these compatible Units in representing the construction sketches. At estimate time, all of these materials and labor associated with CU are added together to end up with an estimate for the work order.
Once the design is approved by the approving authority the same figures along with compatible units are passed onto the order tracking systems to effectively track the work order. Once the design is complete for the work order it is pushed to Work Management System WMS to track the work till its completion. If required, CU attributes are updated in WMS with the information needed for the crew to complete the construction.
Updating information like 'Number of Turns' to open an Emergency Valve and its 'Direction to Open' clockwise or anti-clockwise attributes associated to Emergency Value CU are beneficial for the crew to complete his job effectively and efficiently.
Once the required information for crew is entered for individual CU's of a work order, it is scheduled to crew to start his construction. Since CUs are associated with materials, it also helps crews to stock his truck with required materials before en-route to his construction job. Crew will complete the CUs associated with the work order to make sure all the tasks associated with job are complete and also provide as built information at a CU level which is required to compare design and as built values.
In addition to the type of work completed and the time to complete the work, WMS also stores accounting information for the order at an individual CU level which is used to assign the labor dollars to the correct corporate account and the same data is used to compare costs of construction between regions and time periods.

They MUST be reviewed by a competent engineer familiar with their structure standards to ensure that the RUS models follow company specific requirements, and modifications be made therein to meet such requirements.
